Upper town, lower town—how to get around effortlessly and for free! We all know that walking around the city for a long time can be tiring.
From 15 June, Zagreb’s pedestrianized center is again open to Fulir, a free electric transport service for the elderly and people with reduced mobility. Inspired by the neighbouring capital, Ljubljana, this concept is a real success for Zagreb residents and visitors.
Besides, the Fulir service takes its name from an iconic character in the cult Zagreb film One Song a Day Takes Mischief Away which was filmed in Zagreb. It pays homage to the endearing character of Fulir, an essential figure in the hearts of the locals.
An environmentally friendly form of transport that is appreciated for its quietness and practicality.

Fulir is based on two electric vehicles, each accommodating up to 5 passengers. The vehicles have no windows, allowing passengers to enjoy the city’s beauty fully, without noise pollution, and to board more quickly.
With this initiative, Zagreb continues its commitment to more sustainable mobility, alongside other green modes of transport already present in the city, such as electric trams and self-service bicycles.
With only two vehicles in operation, the question arises: Is this enough?
Other alternative transportation options are available in the city center, such as trains, buses, trams, taxis, or bike rental services. So Fulir complements rather than replaces existing services. Its mission is very focused: to provide an accessible, free, and green option for those most in need of a soft mode of transportation in the historic center.
The Fulir service is available weekdays, including weekends and holidays, from 8:00 to 20:00 until October 2025.
